The petitioner shall not be transferred out of the continental United States unless the government provides notice of the intended move 72 hours in advance thereof. Such notice shall be filed in writing on the docket in this habeas proceeding, wherever it may be pending at the time the notice is filed, and it shall state the reason(s) why the government believes such a movement is necessary and should not be stayed pending further court proceedings. The petitioner shall not be moved out of the continental United States for a period of at least 72 hours from the time the government dockets the notice just described. This prohibition shall remain in effect unless and until amended or vacated by further order of this Court, the federal court to which this action is transferred, or an appellate court reviewing this action. In the motion, the respondents shall address the timing of events from the petitioner's arrest by immigration officers to his arrival in Texas, as well as the basis for the petitioner's arrest and detention.
