EO: The court has reviewed Petitioner's 1 petition for writ of habeas corpus. The petition, particularly its Count 1, appears to raise an argument similar to the one this court accepted in Jun B.X. v. Dosanj, Civ No. 26-00200 MWJS-RT, 2026 WL 1149284 (D. Haw. Apr. 27, 2026), Malik v. Dosanj, Civ. No. 26-00060-MWJS-WRP, 2026 WL 638483 (D. Haw. Mar. 6, 2026), and Vu v. Dosanj, Civ. No. 26-00013, 2026 WL 594740 (D. Haw. Mar. 3, 2026). For that reason, this petition may be suitable for expedited disposition. See 28 U.S.C. § 2243 ("The court shall summarily hear and determine the facts, and dispose of [a petitioner's habeas petition] as law and justice require."). On or before June 13, 2026, Respondent is ORDERED TO SHOW CAUSE as to whether there are any factual or legal issues in this case that distinguish it from the court's prior orders in Malik or Vu and justify denying the petition, or, if there are none, indicate that the matter is not substantively distinguishable. After receiving Respondent's response to the Order to Show Cause, the court will either rule on the petition, request further briefing, or schedule a hearing as the circumstances warrant. Pending the court's decision on the petition, and unless and until the court orders otherwise, the court ORDERS that Respondent shall not transfer Petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (noting court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction").
