EO: The court has received and reviewed Petitioner's Petition for Writ of Habeas Corpus, ECF No. 1, and Motion for Temporary Restraining Order, ECF No. 2 . Pending the court's decision on the Petition, and unless and until the court orders otherwise, the court ORDERS that Respondents shall not transfer Petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (noting court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction"). The issues raised in the Petition appear to mirror those previously addressed by other district judges in many prior cases. See Chiguil Chiguil v. Noem, No. 1:26-cv-1844-DAD-CSK, 2026 WL 913195, *2-4 (E.D. Cal. Apr. 3, 2026), report and recommendation adopted, 2026 WL 983184 (E.D. Cal. Apr. 13, 2026); Cortes-Ontiveros v. Warden, Cal. City Corr. Ctr., No. 1:26-cv-01259-DC-CSK, 2026 WL 654653 (E.D. Cal. Mar. 9, 2026), report and recommendation adopted, 2026 WL 778481 (E.D. Cal. Mar. 19, 2026); Aguilar v. Doe, No. 1:25-cv-01742-KES-HBK, 2026 WL 323241 (E.D. Cal. Feb. 6, 2026). Given the substantial percolation of these issues, the court intends to rule directly on the Petition. See 28 U.S.C. § 2243 ("The court shall summarily hear and determine the facts, and dispose of [a petitioner's habeas petition] as law and justice require."). On or before June 4, 2026, Respondents are ORDERED TO SHOW CAUSE as to whether there are any factual or legal issues in this case that render it distinguishable from prior orders such as the ones listed above and justify denying the Petition, or indicate this matter is not substantively distinguishable. Petitioner may file a reply on or before June 5, 2026. Additionally, the allegations in the Petition suggest that Petitioner may have previously been detained and released by immigration authorities. If that is so, the Petition would appear to raise another issue previously addressed by other district judges in many prior cases. See Germinal v. Warden of the Mesa Verde Detention Facility, 1:26-cv-03776-MWJS; Fernandes Lima v. Warden, No. 1:26-cv-03651-MWJS; Avendano Ruiz v. Warden of Golden State Annex, No. 1:26-cv-03004-MWJS; R.D.T.M. v. Wofford, No. 1:25-cv-01141-KES. Respondents are therefore further ORDERED TO SHOW CAUSE on or before June 4, 2026, as to whether--if Petitioner was indeed previously detained and released by immigration authorities--there are any factual or legal issues in this case that render it distinguishable from prior orders such as the ones listed above and justify denying the Petition, or indicate this matter is not substantively distinguishable. Alternatively, if Respondents dispute that Petitioner was previously detained and released, they must provide any and all transcripts or other documents necessary for the resolution of the issues presented in the Petition. Petitioner may file a reply on or before June 5, 2026. This matter is not set for a hearing though the court may set one should it later be determined that a hearing is necessary. IT IS SO ORDERED.
