MINUTE ORDER issued by the Courtroom Deputy for District Judge Dena M. Coggins on 1/16/2026: The court has reviewed Petitioner's 11 Motion for Temporary Restraining Order and for Preliminary Injunction. In that Motion, Petitioner states he was detained on 6/20/2025, approximately 7 months before filing that Motion, but Petitioner does not explain why he did not seek injunctive relief sooner. Notably, Local Rule 231(b) states: "In considering a motion for a temporary restraining order, the Court will consider whether the applicant could have sought relief by motion for preliminary injunction at an earlier date without the necessity for seeking last-minute relief by motion for temporary restraining order." Accordingly, the court DENIES Petitioner's 11 Motion for a Temporary Restraining Order, without prejudice, and REFERS the 11 Motion for Preliminary Injunction to the assigned Magistrate Judge for the issuance of Findings and Recommendations in accordance with 28 U.S.C. § 636(b)(1)(B) and (C).
