Respondents should also state whether they oppose this Court converting the Motion for Temporary Restraining Order to a Motion for Preliminary Injunction. Petitioner may file a reply brief on or before January 15, 2026. If the parties were to jointly agree upon a less demanding briefing schedule, the court will consider the parties proposal.
