ORDER - Respondent Cantu is dismissed. Todd Blanche is substituted for Respondent Bondi. Petitioner's Motion for Appointment of Counsel (Doc. 2 ) is denied without prejudice. Ground Two is dismissed without prejudice. Respondents must answer Grounds One and Four. The Clerk must serve a copy of the Summons, the Petition (Doc. 1 ) and this Order on the United States Attorney for the District of Arizona, United States Attorney General, and to Respondents by certified mail. The Clerk must immediately transmit by email a copy of this Order and the Petition to AUSA Melissa Kroeger, Lon Leavitt, Theo Nickerson, Dina Anagnopoulos, and Mary Finlon. Respondents must answer the Petition within 20 days of the date of service. Petitioner may file a reply within 10 days from the date of service of the answer.
