Respondent's are ORDERED to IMMEDIATELY RELEASE Aldo Omar Garcia Moran 240-174-361 from custody. Resp ondents are DIRECTED not impose any additional restrictions on petitioner, such as electronic monitoring, unless that is determined to be necessary at a future pre-deprivation/custody hearing.
