MINUTE ORDER issued by Courtroom Deputy for Chief District Judge Troy L. Nunley on November 14, 2025: The Court has reviewed Petitioner's Motion for Temporary Restraining Order and Preliminary Injunction (ECF No. 2 ). Respondents shall file any opposition to Petitioner's motion by 12:00 p.m. November 18, 2025. Petitioner may file a reply by 5:00 p.m. on November 19, 2025. The Parties are ORDERED to appear for a hearing on Petitioner's motion on Thursday, November 20, 2025, at 10:30 a.m. in Courtroom 2 before Chief District Judge Troy L. Nunley, 15th Floor of the Robert T. Matsui Federal Courthouse. If the Parties jointly agree to waive hearing or stipulate to a less demanding briefing schedule, the Court would be inclined to adopt the Parties' proposal. The Court further ORDERS Petitioner to serve this minute order and all documents filed in this case on Respondents TODAY. Petitioner must file a proof of service with the Court by 11:59 p.m. today. In the meantime, and unless and until the Court orders otherwise, the Court ORDERS that Respondents shall not remove Petitioner from the United States nor transfer Petitioner out of this District.
