Boulware, II on 11/17/2025.Before the Court is counseled Petitioner Moises Rodas's 1 Petition for Writ of Habeas Corpus under 28 U.S.C. § 2241, 2 Motion for Preliminary Injunction, and 3 Motion to Consolidate Cases, challenging his continued detention at Henderson Detention Center. The Court has reviewed the filings and finds that there are numerous errors and inconsistencies in the Petition and Motion.Therefore, IT IS HEREBY ORDERED that Petitioner's counsel amend 1 Petition for Writ of Habeas Corpus and 2 Motion for Preliminary Injunction to include the following information no later than 5:00 p.m. on November 19, 2025:(1) Clarification as to whether Petitioner is requesting relief in the form of a bond hearing or release on his "own recognizance or under a bond payment of $3,000";(2) Clarification, if Petitioner is seeking release without a hearing, as to what Petitioner asserts as the basis for allowing his release absent a bond hearing; (3) Clarification as to any relief requested on behalf of any other individuals beyond named Petitioner Moises Rodas, specifically as it relates to Petitioner's assertion regarding the administrative costs of "three bond hearings" on page 15 of his Motion for Preliminary Injunction. ORDER Granting 9 Petitioner's Motion for Preliminary Injunction.IT IS FURTHER ORDERED that Respondents must provide Petitioner with a bond hearing pursuant to 8 U.S.C.§ 1226(a) no later than December 12, 2025. IT IS FURTHER O RDERED that Respondents are enjoined from denying Petitioner release on bond on the basis that he is subject to mandatory detention pursuant to 8 U.S.C. § 1225(b)(2).In the event that bond is granted, Respondents are ORDERED to imme diately release Petitioner.
