ORDER. The Petition for Writ of Habeas Corpus filed by JEFF LOUISSAINT will be dismissed, with explanation. Petitioner's filing acknowledges that his petition is pending before the United States District Court for the Middle District of Georgia, 4:26-cv-00338-CDL-CHW. There, Petitioner is represented by counsel, and the transfer of his detention into this District does not deprive the Georgia court of jurisdiction. Khalil v. President, United States, 164 F.4th 259, 270 (3d Cir. 2026); accord Talebinejad v. Otto, 2026 WL 693922, *1 n.1 (W.D.Pa. Mar. 12, 2026) (continuing to exercise jurisdiction, despite the petitioner's transfer, because a "habeas court with jurisdiction does not lose it because the detainee has been moved out of the district"). Given that the movant has a ripe, counseled petition pending in Georgia, nothing will be accomplished by ordering a transfer of his pro se petition, and this Court's docket entries, to the other court. Instead, the Petition here is DISMISSED, without prejudice to adjudication of his petition in Georgia. A copy of this Order will be sent to Petitioner at the return address on his envelope of submission (as confirmed in the I.C.E. Online Detainee Locator System), and the case has been marked CLOSED. Signed by Chief Judge Cathy Bissoon on 5/15/2026. Text-only entry; no PDF document will issue. This text-only entry constitutes the Order of the Court or Notice on the matter.
