ORDER DIRECTING PARTIES TO MEET AND CONFER AND REQUIRING NOTICE BEFORE TRANSFER OR REMOVAL Respondents shall provide Petitioner and Petitioner's counsel in this habeas action at least 48 hours' notice (or 72 hours' notice if the period extends into the weekend) prior to any action to move or transfer Petitioner. Petitioner's counsel shall contact the U.S. Attorney's Office immediately to provide a copy of this order and meet and confer on (1) a briefing schedule for the TRO; (2) an expedited briefing schedule for Petitioners underlying habeas petition; and (3) whether the government will agree to a stipulated order to not deport Petitioner to any country other than Vietnam while this case is pending. If the Parties cannot reach agreement on a briefing schedule, then any opposition to the motion for TRO shall be filed on the schedule set by Local Civil Rule (LCR) 65.
