ORDER granting 1 petition for writ of habeas corpus as to Mathias Hounmenou. Respondents are ORDERED to immediately release Petitioner. Further, Respondents are enjoined from relocating Petitioner outside the jurisdiction of the Court prior to comp liance with this Order. Petitioner shall report to the Court any failure or deviation of Respondents from this Order. It is FURTHER ORDERED that Petitioner may file a motion for an award of attorneys' fees and costs under the Equal Access to Jus tice Act within thirty (30) days of this Order.
