MINUTES (IN CHAMBERS) ORDER GRANTING IN PART MOTION FOR TEMPORARY RESTRAINING ORDER AND SETTING BRIEFING SCHEDULE RE PRELIMINARY INJUNCTION by Judge Hernan D. Vera. The Court therefore grants the Application in part. Respondents are enjoined from transferring, relocating, or removing Petitioner outside of the Central District of California including, but not limited to, transferring Petitioner to an ICE facility outside of the Central District or removing Petitioner from the United States) pending further order of the Court. The Court sets the matter for hearing on May 18, 2026 at 1:00 p.m. as to whether a preliminary injunction should issue. The Motion will be considered the opening brief on that issue. Respondents' opposition is due by May 15, 2026. The Court refers the case to the Federal Public Defender ("FPD") for consideration of appointment of counsel for Petitioner.
