TEXT ORDER: The Petition for Writ of Habeas Corpus before the Court asserts Petitioner is currently detained at Otay Mesa Detention Center in California. ECF No. 1 ¶ 5. As such, the District of Rhode Island does not have jurisdiction to adjudicate this petition. See Rumsfeld v. Padilla, 542 U.S. 426, 443 (2004) ("The plain language of the habeas statute... confirms the general rule that for core habeas petitions challenging present physical confinement, jurisdiction lies in only one district: the district of confinement."); Thompson v. Barr, 959 F.3d 476, 491 (1st Cir. 2020) (transferring a petition for writ of habeas corpus pursuant to 28 U.S.C. § 2241 to the district where petitioner was confined).
