REPORT AND RECOMMENDATION - For the reasons discussed, it is respectfully RECOMMENDED that the 28 U.S.C § 2241 petition for writ of habeas corpus, ECF No. 7 , be GRANTED in part and Respondents be required to provide Petit ioner with an individualized bond hearing pursuant to § 1226(a) before an Immigration Judge within seven (7) days or, in the alternative, release Petitioner. It is further RECOMMENDED that this case should be closed without prejudice for Peti tioner to move for fees and costs in accordance with 8 U.S.C § 2412(d)(1)(B).
