MINUTE ORDER (Text Only Entry) This case has been initiated by the same petitioner who initiated two additional, prior actions (Case Nos. 2:26-cv-00680-JLT-EGC, 2:26-cv-00756-JLT-SKO) which were consolidated by court order in Case No. 2:26-cv-00680-JLT-EGC. On May 6, 2026, Petitioner voluntarily dismissed the consolidated action, and the Court then closed that consolidated matter. Petitioner now brings substantially overlapping claims in this separate action.Pursuant to Local Rule 123, the Court finds that this action (1:26-cv-03512-KES-HBK) is related to the previously consolidated actions because they all involve overlapping parties, properties, claims, events and/or questions of fact or law. Accordingly, assignment of the actions to the same district judge and magistrate judge who were assigned to the consolidated action will promote convenience, efficiency, and economy for the Court and parties. Thus, the Court ORDERS that Case No. 1:26-cv-03512-KES-HBK is reassigned to U.S District Judge Jennifer L. Thurston and U.S. Magistrate Judge Erin Guy Castillo. All future filings shall use the following Case Number: 1:26-cv-03512 JLT EPG.Petitioner is again warned that his filing patterns are multiplying the proceedings and slowing down the Court's ability to adjudicate this case and the many others pending before it. MINUTE ORDER (Text Only Entry) Petitioner has filed multiple requests for emergency relief in this and other cases, including Case Nos. 2:26-cv-00680-JLT-EGC and 2:26-cv-00756, which were consolidated into Case No. 2:26-cv-00680-JLT-EGC and then dismissed at Petitioner's request. As the Court has previously explained, his requests for expedited treatment of his habeas claims are untimely because Petitioner was taken into custody November 25, 2025, more than six months ago and Petitioner does not explain why the claims he pursues could not have been brought at an earlier time so that they could be heard on a normal schedule. Thus, his renewed request for a TRO, which again offers no basis for expedited treatment (Doc. 2 ), is DENIED. Absent a material change of circumstances, Petitioner SHALL NOT file further duplicative motions or requests. Any such filings will be disregarded.Because Respondents have already responded to Petitioner's similar claims in the consolidated action, Court concludes an expedited briefing schedule is appropriate. Therefore, on or before May 15, 2026, Respondent shall either indicate that it intends to rest on its prior filing (Doc. 12 in Case no 2:26-cv-00680-JLT-EGC) or file a separate response. Petitioner may file a reply on or before May 22, 2026. Unless and until the Court orders otherwise, the matter is referred to the assigned magistrate judge for the preparation of findings and recommendations signed by District Judge Jennifer L.
