ORDER TO SHOW CAUSE and ENJOINING TRANSFER by District Judge Matthew L. Garcia: The USAO shall ANSWER the Petition for Writ of Habeas Corpus 1 and Emergency Motion for Preliminary Injunction 2 within ten business days and show cause why relief should not be granted.
