TEXT ORDER This matter comes before the Court upon Petitioner Wilson Hermando Juela Locera's Petition for Writ of Habeas Corpus under 28 U.S.C. 2241, Dkt. No. 1 ("Petition"), and his Emergency Motion for Temporary Restraining Order and, in the alternative, preliminary injunction, Dkt. No. 2 ("TRO Motion"). Petitioner alleges that he has "has pending constitutional claims challenging detention without meaningful custody review" Petition at 1, but neither his Petition nor his TRO motion assert constitutional claims challenging his detention. To avoid dismissal of the Court's order enjoining Petitioner's transfer, Dkt.
