In light of the complexity of the legal issues involved and in the interest of justice, the court appoints Bradley Ryan Hansen, Federal Public Defender's Office, 400 Locust Street, Suite 340, Des Moines, IA 50309, 515-309-9610, brad_hansen@fd.org, who is hereby authorized to serve as CJA counsel for petitioner for the duration of the proceedings in this court on an ad hoc basis pursuant to Local Rule 180(b)(1) and as permitted in General Order 582, Section X(C). Within 14 days, petitioner's counsel may file an amended or supplemental petition, if any. Respondent shall NOT TRANSFER petitioner outside of this judicial district, pending further order of the court.
