STIPULATION AND ORDER REGARDING INTER-DISTRICT TRANSFER OF 28 U.S.C. SECTION 2241 HABEAS PETITION--1. There is no habeas jurisdiction under 28 U.S.C. § 2241 in the Western District of Texas. Rumsfeld v. Padilla, 542 U.S. 426, 443, 124 S. Ct. 2711, 2722 (2004); Lee v. Wetzel, 244 F.3d 370, 374-75 (5th Cir. 2001).2. In the interest of justice, a transfer to the Central District of California is proper under 28 U.S.C. § 1631 to cure want of jurisdiction. See Franco v.
