MINUTE ORDER issued by Courtroom Deputy for Chief District Judge Troy L. Nunley on 11/14/2025: The Court has reviewed Petitioner's Motion for Temporary Restraining Order and Order to Show Cause Re: Preliminary Injunction. (ECF No. 7 .) Respondents shall file any opposition to Petitioner's motion by 12:00 p.m. November 18, 2025. Petitioner may file a reply by 5:00 p.m. on November 19, 2025. The Parties are ORDERED to appear for a hearing on Petitioner's motion on Thursday, November 20, 2025, at 10:30 a.m. in Courtroom 2 before Chief District Judge Troy L. Nunley, 15th Floor of the Robert T. Matsui Federal Courthouse. If the parties jointly agree to waive hearing or stipulate to a less demanding briefing schedule, the Court would be inclined to adopt the parties' proposal. The Court further ORDERS Petitioner to serve this minute order on Respondents TODAY. Petitioner must file a proof of service with the Court by 11:59 p.m. In the meantime, and unless and until the Court orders otherwise, the Court ORDERS that Respondents shall not remove Petitioner from the United States nor transfer Petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 608 (1966) (noting court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction"). MINUTE ORDER issued by Courtroom Deputy Chief District Judge Troy L. Nunley on November 18, 2025: On November 14, 2025, the Court set an expedited briefing schedule on Petitioner's Motion for Temporary Restraining Order and Order to Show Cause Re: Preliminary Injunction. (ECF No. 8.) On November 18, 2025, the parties submitted a stipulation to extend the deadlines set by the Court, in which the parties requested Respondents' opposition be due on November 20, 2025, and Petitioner's reply be due on November 21, 2025. (ECF No. 12 .) In addition, the parties indicated they did not have objections to the Court declining to hold a hearing on Petitioner's motion. (ECF No. 12 .) The Court GRANTS the parties' stipulation: Respondent's opposition is due November 20, 2025, Petitioner's reply is due November 21, 2025, and the Court will take the matter under submission without a hearing. Any objection to the Court ruling on Petitioner's motion as one for a preliminary injunction shall be filed by 12:00 p.m. (noon) on Wednesday, November 19, 2025.
