Judge Richard G. Stearns: ELECTRONIC ORDER entered re 6 Response to Petition for Writ of Habeas Corpus - 2241 filed by Markwayne Mullin, David Wesling, Todd M. Lyons, Todd Blanche, Antone Moniz. Petitioner Emmanuel Pierre Andre Irene is a 27-year-old citizen of Haiti. He entered the United States without inspection on approximately May 13, 2025, and was arrested by federal agents and placed in the custody of U.S. Immigration and Customs Enforcement (ICE) that same day. He is detained at Plymouth County Correctional Facility and has been there nearly a year. Irene is a member of the Guerrero Orellana class. Accordingly, the court orders that ICE facilitate a bond hearing for Irene before an Immigration Judge (consistent with the standards outlined in Hernandez-Lara v. Lyons, 10 F.4th 19 (1st Cir. 2021)), as soon as practicable, but in no case more than five days from the date of this Order (by 5/13/26). (MZ) (Entered: 05/08/2026)
