Petitioner Roberto Estelin Carrasco Mejia is a citizen of the Dominican Republic, who entered the United States in 2023 without inspection, and is currently in the custody of U.S. Immigration and Customs Enforcement (ICE) at the Plymouth County Correctional Facility in Massachusetts. Carrasco Mejia was detained on April 16, 2026, while attending a routine ICE check-in. Carrasco Mejia is a member of the Guerrero Orellana class. Accordingly, the court orders that ICE facilitate a bond hearing for him before an Immigration Judge (consistent with the standards outlined in Hernandez-Lara v. Lyons, 10 F.4th 19 (1st Cir. 2021)), as soon as practicable, but in no case more than seven days from the date of this Order (by 5/18/26). (MZ) (Entered: 05/11/2026)
