MINUTE entry before the Honorable Elaine E. Bucklo: Petitioner's motion for an emergency temporary restraining order is granted. I have reviewed petitioner's request for habeas relief and conclude that she has "some likelihood of succeeding" on the merits of her claim that her detention is unlawful under the Trafficking Victims Protection Reauthorization Act of 2008. Cassell v. Snyders, 990 F.3d 539, 54445 (7th Cir. 2021). I have also considered the respective burdens of a TRO on petitioner and on the government, and I conclude that the burden on petitioner absent relief is greater than the burden of the temporary restraint on the government. Accordingly, defendants shall not remove petitioner from the Northern District of Illinois until further order by this court. A hearing on the petition is set for 10:00 a.m. on Friday, May 1, 2026.
