The Court finds expedited resolution of the 2 Motion for TRO/PI is necessary, as requested by Petitioners. See ECF No. 8. While the Court understands the time and resource constraints faced by the AUSA's office due to the influx of habeas petitions because of the government's new policies, those constraints do not outweigh the liberty interests at stake and the irreparable harm of prolonged, potentially unlawful detention.Therefore, IT IS HEREBY ORDERED that Respondents' 6 requested extension is GRANTED in part and DENIED in part. The extension is DENIED with respect to the response to the 2 Motion for TRO/PI ONLY and GRANTED with respect to the response to the 1 Petition.The response to the 2 Motion for TRO/PI is due by 11/19/25. Petitioners' reply in support of the 2 Motion is due by 11/20/2025 at 5:00 p.m. In lieu of a written reply brief Petitioners may be heard in reply orally at the hearing on the 2 Motion.A Motion Hearing on the 2 Motion for PI/TRO is set for 11/21/2025 at 01:45 PM in LV Courtroom 7C before Judge Richard F. Before the Court is the Parties' 11 Stipulation for Extension of Time, which revolves around Petitioners' 2 motion for preliminary injunctive relief. Through their stipulation, the Parties seek to (a.) extend Respondents' response timeline and (b.) continue a motion hearing currently scheduled for November 21, 2025. Since it is based on the unavailability of counsel, and the delayed service of Petitioners' 2 Motion, the Court finds that good cause exists for a brief extension and a brief continuance.Nonetheless, based on its unavailability on November 25, 2025, the Court declines to adopt the Parties' proposed dates. MINUTE ORDER IN CHAMBERS of the Honorable Judge Richard F. Boulware, II on 1/5/2026.Petitioners have filed a Motion for leave to proceed under pseudonym and to file documents that contain personal identifying information under seal. See ECF No. [1-4]. Respondents have not responded or indicated any objection to Petitioners' request. The Court finds Petitioners have established that their and their families' privacy interests, based on fear of retaliatory harm if their identities and immigration proceedings were disclosed to parties in their home countries, outweigh the public's interest in having access to that information. See Does I thru XXIII v. Advanced Textile Corp., 214 F. 3d 1058, 1068-69 (9th Cir. 2000); Kamakana v. City & Cnty. of Honolulu, 447 F.3d 1172, 1178 (9th Cir. 2006). The Court therefore GRANTS the (ECF No. [1-4]) Motion.However, it is unclear to the Court whether Petitioners seek to maintain the seal of the (ECF No. 1 ) Petition and (ECF No. 2 ) Motion, or merely seek to proceed pseudonymously and maintain the seal of the attachments to the Petition (ECF Nos. [1-1], [1-2], [1-3], and [1-4]) and Motion (ECF Nos. [2-1], [2-2]). Moreover, it is unclear whether the parties seek to maintain the seal of Respondents' (ECF No. 16 ) Opposition. Finally, Respondents failed to seal the filing and attachments, which contain personally identifying information as to each Petitioner, in their November 26, 2025 (ECF No. 18 ) "Status Report." Therefore, IT IS HEREBY ORDERED that the Clerk of Court is instructed to SEAL Respondents' "Status Report" (ECF No. 18 ) and attachments (ECF Nos. [18-1], [18-3], [18-3]) pending further order of the Court.
