EO: The court has received and reviewed Petitioner's Petition for Writ of Habeas Corpus, ECF No. 1, Motion for Temporary Restraining Order, ECF No. 2, and Motion to Proceed under a Pseudonym, ECF No. 3 . Pending the court'sdecision on the Petition, and unless and until the court orders otherwise, the court ORDERS that Respondents shall not transfer Petitioner out of this District. See F.T.C. v.Dean Foods Co., 384 U.S. 597, 604 (1966) (noting court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction"). The court has also reviewed Respondent's 8 Opposition to a TRO and Motion to Dismiss the Petition for Writ of Habeas corpus. Petitioner may file a reply on or before April 29, 2026. This matter is not set for a hearing though the court may set one should it later bedetermined that a hearing is necessary. In addition, Respondents have indicated that they do not oppose Petitioner's 3 Motion to Proceed under a Pseudonym. Given this non-opposition, and based on the Court's review of the severity of the harm, the reasonableness of the Petitioner's proffered fears, and Petitioner's vulnerability to retaliation, the Court finds that the need for anonymity in this case -- at this stage in the proceedings -- outweighs countervailing considerations. See Does I thru XXIII v. Advanced Textile Corp., 214 F.3d 1058, 1067-68 (9th Cir. 2000). Accordingly, Petitioner's motion to proceed via pseudonym is GRANTED.IT IS SO ORDERED.(JUDGE MICAH W. J.
