MINUTES (IN CHAMBERS) MINUTE ORDER by Judge Jesus G. Bernal Granting 3 REQUEST for Preliminary Injunction; Granting 4 REQUEST for Appointment of Counsel: To preserve the Court's jurisdiction pending a ruling in this matter, the Court ORDERS that Petitioners shall not be removed from the United States unless and until the Court orders otherwise. Further, in light of Petitioners' interests in participating in further proceedings before this Court and in maintaining adequate access to legal counsel through these proceedings, it is further ORDERED that Petitioners shall not be transferred except to a facility within this District absent further order from this Court. The Court GRANTS the Request. The Office of the Federal Public Defender is appointed to represent Petitioner with respect to his Petition for Writ of Habeas Corpus. Petitioner is permitted to proceed in forma pauperis. The Court DIRECTS the Government to respond by Wednesday, November 12, 2025 and SETS a hearing on the Motion for Friday, November 14, 2025 at 11:00am.
