ORDER APPOINTING COUNSEL and REQUIRING RESPONDENTS TO SHOW CAUSE. IT IS HEREBY ORDERED the Federal Public Defender for the District of Nevada ("FPD") is APPOINTED to represent Petitioner and is directed to file a notice of appearance by April 28, 2026. IT IS HEREBY ORDERED that Petitioner, with the assistance of counsel, must either pay the filing fee or submit an application to proceed in forma pauperis by May 4, 2026.
