MINUTES (IN CHAMBERS) ORDER GRANTING IN PART TEMPORARY RESTRAINING ORDER ENJOINING TRANSFER OUT OF DISTRICT {INCLUDING DEPORTATION) AND SETTING BRIEFING SCHEDULE RE PRELIMINARY INJUNCTION 2 by Judge Hernan D.
