EO: The court has reviewed Petitioner's petition for writ of habeas corpus, ECF No. 1, and motion to proceed under a pseudonym, ECF No. 4 . Respondents shall file any opposition to the 4 motion to proceed under a pseudonym on or before April 29, 2026. Petitioner may file a reply on or before May 4, 2026. In addition, Respondents shall file a response to the 1 petition by April 29, 2026. Any response -- which Respondents may, but need not, combine with a response to the motion to proceed under a pseudonym -- must include Petitioner's full Form I-213, any orders of release or detention, any custody warrants or notices, and any other portions of Petitioner's A-File relevant to the determination of the issues presented in the petition. The response may be either an answer addressing the merits of the petition or a motion to dismiss the petition. Petitioner may file a reply on or before May 4, 2026. The matter is not set for a hearing though the court may set one should it later be determined that a hearing is necessary. Pending the court's decision, and unless and until the court orders otherwise, the court ORDERS that respondents shall not transfer or otherwise take petitioner out of the Eastern District of California. See California Energy Comm'n v. Johnson, 767 F.2d 631, 634 (9th Cir. 1985) ("The All Writs Act, 28 U.S.C. § 1651(a), empowers the federal courts to issue writs of mandamus necessary to protect their prospective jurisdiction."). Petitioner's counsel is DIRECTED to send a copy of the petition, ECF No. 1, the motion ECF No. 4, and this order as well as provide the Petitioner's full name and A number to the U.S. Attorney's Office by the end of the day on April 22, 2026, at their email usacae.ecf2241-imm@usdoj.gov.
