MINUTE ORDER issued by Courtroom Deputy for Chief District Judge Troy L. Nunley on April 20, 2026: The Court has reviewed Petitioner's Petition for Writ of Habeas Corpus (ECF No. 1 ) and Motion for Temporary Restraining Order ("TRO") (ECF No. 2 ). Due to the urgent nature of the requested relief, the Court intends to rule directly on the Petition with the understanding that the Court will also consider arguments made in support of the Motion for TRO. Respondent shall file a response to the Habeas Petition by April 22, 2026. Any opposition must include Petitioner's full Form I-213, any orders of release or detention, any custody warrants or notices, and any other portions of Petitioner's A-File relevant to the issues presented. The matter is not set for hearing at this time. Pending the Court's ruling on the Habeas Petition, Respondent shall not transfer Petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 608 (1966) (noting the court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction."). The Clerk of the Court shall serve this Order together with a copy of Petitioner's Petition for Writ of Habeas Corpus pursuant to 28 U.S.C. § 2241 on the United States Attorney. The Motion for TRO is DENIED as moot (ECF No. 2 ). Respondent is ORDERED to IMMEDIATELY RELEASE Petitioner Raudel L.A. (A # 220-842-731) from custody. At the time of release, Respondent must return all of Petitioner's documents and possessions and shall not impose any additional restrictions on him as a condition of his release.
