EO: The court has reviewed Petitioner's Petition for Writ of Habeas Corpus, ECF No. 1, and Motion for Temporary Restraining Order, ECF No. 2 . Respondents shall file any Opposition to the Motion for Temporary Restraining Order on or before April 21, 2026. Petitioner may file an optional Reply on or before April 24, 2026. Both parties should address whether they oppose conversion of the Motion for Temporary Restraining Order to a Motion for Preliminary Injunction. The matter is not set for a hearing though the Court may set one should it later be determined that a hearing is necessary. Pending the court's decision, and unless and until the court orders otherwise, the court ORDERS that respondents shall not transfer or otherwise take petitioner out of the Eastern District of California. See California Energy Comm'n v. Johnson, 767 F.2d 631, 634 (9th Cir. 1985) ("The All Writs Act, 28 U.S.C. § 1651(a), empowers the federal courts to issue writs of mandamus necessary to protect their prospective jurisdiction."). The Clerk's Office is DIRECTED to send a copy of the petition, ECF No. 1, the motion ECF No. 2, and this order as well as provide the Petitioner's full name and A number to the U.S. Attorney's Office by the end of the day on April 16, 2026, at their email usacae.ecf2241-imm@usdoj.gov.
