On September 27, 2025, the Court granted in part the respondents-defendants' 17 Motion to Dismiss and ordered that this case be transferred to the U.S. District Court for the Southern District of Indiana. See Dkt. 26. The Court agreed to stay the transfer pending the resolution of the petitioner-plaintiff's petition for writ of mandamus in the U.S. Court of Appeals. See October 1, 2025 Minute Order.
