EO: On October 31, 2025, the Court received a Petition for Writ of Habeas Corpus filed under 28 U.S.C. § 2243 ("Petition"), seeking inter alia immediate release of Petitioner or, in the alternative, a bond hearing. ECF No. 1 at PageID.18. Petitioner's counsel is hereby DIRECTED to: (1) serve Respondents, no later than today, November 4, 2025, with a copy of the Petition and all accompanying papers, along with a copy of this Order, by overnight mail and by e-mail to all appropriate recipients, including the United States Attorney's Office for the District of Hawaii; and (2) immediately file proof of such service. Counsel for Respondents shall promptly enter notices of appearance in this case. Further, the parties are ORDERED to appear for a status conference on Wednesday, November 5, 2025, at 2:00 PM in Aha Nonoi before Judge Shanlyn A.S. Park. In the meantime, and unless and until the Court directs otherwise, it is hereby ORDERED that Respondents shall not remove Petitioner from the United States or transfer Petitioner out of this district. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 608 (1966) (noting the court's express authority under the All Writs Act to issue temporary injunctions necessary for the protection of its own jurisdiction). Given the exigency in this case, the Court FINDS that there is a compelling need to maintain the status quo pending disposition of the Petition and that the factors governing the issuance of such preliminary relief have been satisfied.
