MINUTE ORDER issued by Courtroom Deputy for Chief District Judge Troy L. Nunley on April 21, 2026: This matter is before the Court on Petitioner's Petition for Writ of Habeas Corpus (ECF No. 2 ) and Motion for Temporary Restraining Order ("TRO") (ECF No. 11 ). Respondents filed responses to both (ECF Nos. 7, 12 ). As set forth in the Court's upcoming Order, the Habeas Petition is GRANTED (ECF No. 2 ). The Motion for TRO is DENIED as moot (ECF No. 11 ). Respondents are ORDERED to IMMEDIATELY RELEASE Petitioner Cecilio R.A. (A # 095-785-690) from custody. At the time of release, Respondents must return all of Petitioner's documents and possessions and shall not impose any additional restrictions on him as a condition of his release. Respondents are ENJOINED and RESTRAINED from re-arresting or re-detaining Petitioner absent compliance with constitutional protections, including seven-days' notice and a pre-deprivation hearing. A written order will follow. The Clerk of Court is directed to serve Golden State Annex Detention Facility with a copy of this Order.
