Order The Government is hereby ORDERED to produce the arrest warrant (administrative or otherwise) revoking Petitioner's supervised release and directing her detention no later than 12:00pm on April 17, 2026. This arrest warrant must be signed by either the ICE Executive Associate Commissioner or a District Director; if not, then the Government must also produce the appropriate delegation of this authority to the individual who did sign authorize Petitioner's detention. If the Government cannot produce a valid arrest warrant, then the Government MUST release Petitioner from custody by that same deadline. In the alternative, if the Government is able to produce a valid arrest warrant (including a valid delegation of authority, if necessary), then the Government is ORDERED to notify this court how this case is materially different from Rodriguez, Garcia Rodriguez, and Kumar no later than 12:00pm on April 17, 2026. In those cases, the petitioners were detained after living in the United States for at least some time, and were not detained at a border or port of entry. This meant that they were detained under 8 U.S.C. § 1226(a) and/or in violation of their due process rights, and therefore entitled to prompt, individualized bond hearings. Unless the Government can demonstrate how Petitioner's case is materially different, it would intend to order the same in this matter. Finally, the Government is hereby ENJOINED from transferring Petitioner out of the Northern District of Ohio or otherwise deporting her, pending consideration of all claims before the Court.
