MINUTE ORDER IN CHAMBERS of the Honorable Judge Jennifer A. Dorsey on 5/14/2026. Petitioner Tekele Yohannes Tessema moves for a temporary restraining order directing his immediate release from immigration custody. Upon reviewing Tessema's amended habeas petition 9 and TRO motion 10, the court finds good cause to order expedited briefing on both. The government must file its response to the petition and motion by May 20, 2026. The government must include as exhibits to its response: (1) Tessema's removal order; (2) his I-213 form; (3) any arrest warrants, revocation-of-supervision notices, and any other documents related to his 2026 arrest. The government must also inform the court if Tessema was detained for removal purposes at any other time following entry of his 2012 final removal order and, if so, for how long. The government must attach any additional exhibits it relies on for the facts asserted in its response. Tessema's reply is due on May 26, 2026.
