(IN CHAMBERS) ORDER by Judge Stephen V. Wilson: Because the Court does not agree with the analysis in the report and recommendation 11, we decline to adopt it. However, in light of Respondents' Response 9 that they are not presenting an opposition, this Court GRANTS the Petition 1 for non-opposition. Respondents are ORDERED to immediately release Petitioner from immigration custody, or in the alternative, provide Petitioner with a prompt individualized bond hearing before an immigration judge within seven days of this Order, at which Respondents bear the burden of demonstrating by clear and convincing evidence that Petitioners continued detention is justified based on flight risk or danger to the community.
