Respondents are ORDERED to file a response to the TRO by Tuesday, April 21, 2026, at 5 PM. Given that Petitioner is self-represented and detained, he may file a Reply by Monday, May 4, 2026, at 5 PM. Respondents are ORDERED not to remove Petitioner from this District pending resolution of the Motion. Furthermore, Respondents are ORDERED to personally serve Petitioner with all materials filed in this action and file a proof of service accordingly.
