Davis, 533 U.S. 678, 701 (2001) in his Memorandum of Law in Support of Motion to Expedite (ECF No. 11-1 at 4) and his reply brief (ECF No. 8 at 4-5.) Petitioner may amend his petition to raise the Zadvydas claim. In support of his amended petition, Petitioner shall also address the applicability of Tazu v. Att'y Gen.
