The undersigned is sympathetic to the objections interposed by Petitioner, but would note that the moving attorney is a special assistant who was brought into assist with the dramatic increase in caseload in this District. There aren't other attorneys because they, too, face the same caseload, as does this Court. REPORT AND RECOMMENDATIONS: IT IS RECOMMENDED that Petitioner's request for habeas corpus be GRANTED. Respondents, and the warden of Central Louisiana ICE Processing Center, shall (A) immediately release Petitioner from custody in accordance only with the terms and conditions of his prior release, without any additional bond requirements or new conditions, and (B) notify Petitioner's counsel of the exact location and time of his release no less than two hours before his release. IT IS FURTHER RECOMMENDED that Respondents are ENJOINED AND RESTRAINED from re-detaining Petitioner unless and until he receives pre-deprivation process including conditions listed.
