(In Chambers) Order by Judge Stanley Blumenfeld, Jr.: Petitioner, proceeding pro se, filed a habeas corpus petition and an ex parte application for a temporary restraining order (TRO), seeking a bond hearing. Dkt. Nos. 1, 2. General Order 26-05 sets an expedited briefing schedule for immigration habeas petitions and thus requires petitioners seeking a TRO to show "imminent, irreparable harm that cannot be addressed by the standard scheduling order[.]" Dkt. No. 5 at 5. Petitioner's TRO application, which focuses on the generalized harm from detention and does not identify with sufficient detail any specific, individualized exigency, fails to make the required showing. The Court will therefore consider the TRO application after completion of the expedited briefing. The parties shall follow the same briefing schedule for the TRO application: Respondents shall file a response by April 16; and Petitioner shall file his reply within 14 days from service of the response.
