MINUTE ORDER (Text Entry Only) The Court has reviewed the papers filed thus far in this matter, including the Petition (Doc. 1 ) and motion for a temporary restraining order (Doc. 2 ). The record indicates that Petitioner was detained on September 17, 2025, more than a month ago, yet habeas counsel offers no cogent explanation for the delayed presentation of the TRO motion other than that the motion was brought as "quickly as possible." (See Doc. 231 at 1.) Though Petitioner asserts he is being detained "indefinitely" pending removal pursuant to a final removal order, resolving that legal question, even preliminarily, will require further development of the record. Moreover, the current record does not otherwise justify prioritizing this matter vis--vis the numerous other cases of this nature pending in this district. Among other things, Petitioner does not present allegations suggesting any attempt at third country removal is imminent. This overburdened Court simply cannot afford emergency treatment to matters that could have been brought at an earlier time by way of a regularly scheduled motion. See Local Rule 231(b). Accordingly, the request for a TRO is DENIED. The matter is referred to the assigned magistrate judge for appropriate action on the merits signed by District Judge Jennifer L.
