PAPERLESS ORDER granting 7 Motion to Seal Notice with A Number ("Motion"). In the Motion, Petitioner seeks to file his alien registration number ("A-Number") under permanent seal. Mot. at 1. While there is a "general presumption that criminal and civil actions should be conducted publicly," FTC v. AbbVie Prods., LLC, 713 F.3d 54, 62 (11th Cir. 2013), this presumption "may be overcome by a showing of good cause, which requires balanc[ing] the asserted right of access against the other party's interest in keeping the information confidential." Romero v. Drummond Co., Inc., 480 F.3d 1234, 1246 (11th Cir. 2007) (citation and internal quotation marks omitted). "Whether good cause exists is decided by the nature and character of the information in question." Id. (cleaned up) (quoting Chi. Trib. Co. v. Bridgestone/Firestone, Inc., 263 F.3d 1304, 1315 (11th Cir. 2001)). "Courts consider, among other factors, whether allowing access would impair court functions or harm legitimate privacy interests, the degree of and likelihood of injury if made public, the reliability of the information, whether there will be an opportunity to respond to the information, whether the information concerns public officials or public issues, and the availability of [a] less onerous alternative to sealing." Echevarria v. Expedia Grp., Inc., No. 19-cv-22620, 2024 WL 3969198, at *1 (S.D. Fla. Aug. 28, 2024) (citing Romero, 480 F.3d at 1246). Here, the information Petitioner seeks to file under seal is personal identification information. Balancing the interest in obtaining access to the information against Petitioner's legitimate privacy interest in keeping such information confidential, the Court finds there is good cause to permit filing under seal. See Hausburg v. McDonough, No. 20-cv-2300, 2023 WL 2432322, at *1 (M.D. Fla. Mar. 9, 2023) (finding good cause to seal personally identifiable information, including addresses, social security numbers, and names of non-party medical patients); see also Fed. R. Civ.
