MINUTE ORDER (Text Entry Only) The Court has reviewed the papers filed thus far in this matter, including the Petition (Doc. 1 ), motion for a temporary restraining order (Doc. 6 ) and all attachments. The record indicates that Petitioner was detained on September 25, 2025, more than a month ago, yet counsel offers no explanation for the delayed presentation of the TRO motion. This delay also undercuts any allegation that an emergency exists. This overburdened Court simply cannot afford emergency treatment to matters that could have been brought at an earlier time by way of a regularly scheduled motion. Accordingly, the request for a TRO is DENIED. The matter is referred to the assigned magistrate judge for appropriate action on the merits signed by District Judge Jennifer L.
