(IN CHAMBERS) ORDER by Judge David O. Carter: Petitioner has filed a Reply in Support of a Preliminary Injunction 12 that raises grounds that may justify Petitioner's immediate release. The Court is concerned that these grounds have merit and that immediate release may be appropriate for Petitioner. As such, Respondents are ENJOINED from transferring, relocating, or removing Petitioner outside of the Central District of California pending final resolution of this case or further order of the Court. Because the Reply 12 raises new grounds for release, the Court will permit Respondents to file a Sur-Reply. However, given the emergency nature of this Petition, Respondents are ORDERED to file any Sur-Reply by no later than April 13, 2026. The Court also VACATES the April 13, 2026 hearing because it believes this matter may be appropriate for resolution without a hearing. The Court will set a future hearing if necessary.
