TEXT ORDER- This matter comes before the Court on Petitioner's Motion for a Temporary Restraining Order seeking to enjoin his transfer from this District or his removal from the United States. (ECF No. 10.) Petitioner asks this Court to grant his request pursuant to the All Writs Act, 28 U.S.C. § 1651(a), which empowers the federal courts to "issue all writs necessary or appropriate in aid of their respective jurisdictions and agreeable to the usages and principles of law." This Court issued an Order on November 18, 2025, temporarily enjoining Respondents from transferring Petitioner out of this District or removing him from the United States while the matter is pending.
