MEMORANDUM OPINION AND ORDER. The respondents' motion for summary judgment, (Dkt. 14 ), is DENIED. Espinoza's petition for writ of habeas corpus, (Dkt. 1 ), is GRANTED in part. The respondents are ORDERED to provide Espinoza with an indiv idualized bond hearing under 8 U.S.C. § 1226(a) within seven (7) days of the date of this Order or else immediately release him from custody.
