TEXT SCHEDULING ORDER re. 1, 4 . Per the parties' agreement via emails with the Court on October 30, 2025, and the parties' subsequent conference call with Chambers, Petitioner's request for a temporary restraining order (TRO) 4 is DENIED with respect to precluding Respondents from transferring Petitioner out of this district. Respondents are, however, precluded from transferring Petitioner out of the United States while Petitioner's TRO and preliminary injunction requests are pending. Respondents shall otherwise respond to Petitioner's TRO request, to be given 72 business-hours' notice before Petitioner is transferred outside the district, by Monday, November 3, 2025, and Petitioner shall file a reply and file an amended petition by Tuesday, November 4, 2025. Petitioner's supplemental request that the Court preclude Respondents from transferring Petitioner out of the district until at least this alternative relief for notice of transfer is resolved is DENIED. The Court's ruling that Petitioner shall not be transferred out of the United States stands. Respondents shall respond to Petitioner's request for a preliminary injunction by Friday, November 7, 2025. Petitioner may file a reply within seven (7) days of Respondents' response. Respondents shall otherwise respond to the anticipated amended petition within fourteen (14) days of its submission. Petitioner may file a reply within seven (7) days of that response by Respondents. SO ORDERED Signed by Hon. Meredith A. Vacca on 10/30/25. (NWA) Modified on 10/30/2025 (NWA). (Entered: 10/30/2025)

TEXT ORDER granting 4 Petitioner's Motion for a Temporary Restraining Order ("TRO") with respect to his request for Respondents to provide 72 business hours' notice to Petitioner's counsel before removing him from this District. After reviewing the parties' papers, the Court finds that Petitioner has established the requirements for issuance of the TRO. Accordingly, Respondents are enjoined from transferring Petitioner out of this District without providing 72 business hours' notice to Petitioner's counsel. The TRO shall remain in effect pending the Court's resolution of the motion for a preliminary injunction. The requirement for a bond is waived. The Court will issue a written decision at a later date. SO ORDERED. Signed by Hon. Meredith A. Vacca on 11/7/2025. (MVP) (Entered: 11/07/2025)
