Text Order: The Court has reviewed the Petition for a Writ of Habeas Corpus pursuant to 28 U.S.C. § 2241 filed by Petitioner Felix Rolando Quinones Urcia, who is presently detained at Delaney Hall Detention Facility in Newark, New Jersey. (ECF No. 1.) Petitioner, a citizen of Peru, alleges that he entered the United States without inspection in 2022, and has continuously resided here since. Petitioner asserts that he is unlawfully detained pursuant to 8 U.S.C. § 1225(b), and that his continued detention violates the Due Process Clause of the Fifth Amendment. (Id.) Accordingly, it is ORDERED that Respondents shall SHOW CAUSE, within seven (7) days of the date of this Order, why the Petition should not be granted. TEXT ORDER: This matter comes before the Court upon a Petition for Writ of Habeas Corpus pursuant to 28 U.S.C. § 2241 ("Petition"). (ECF No. 1.) The Court has reviewed the Petition (ECF No. 1) and the Response (ECF No. 5). The Court finds that Petitioner is detained pursuant to 8 U.S.C. § 1226(a), which requires an individualized bond hearing. Accordingly, the Petition is GRANTED IN PART. TEXT ORDER: The Court has reviewed Petitioner's Letter (ECF No. 7) and Motion to Hold Respondents in Contempt ("Motion") (ECF No. 8). Petitioner alleges that he has developed diabetes, suffers from a bleeding peptic ulcer for which he has not received essential medication, experiences ongoing bleeding, and has been diagnosed with a bleeding rectal prolapse. TEXT ORDER: The Court has reviewed Petitioner's Letter (ECF No. 7) and Motion to Hold Respondents in Contempt (ECF No. 8), Respondents' Response and supporting medical records (ECF Nos. 10-11), Respondents' Letter concerning Petitioner's bond hearing (ECF No. 12), and Respondents' Motion to Seal (ECF No. 13). To the extent Petitioner seeks relief based on the medical care provided during his detention, the medical records submitted by Respondents demonstrate that Petitioner has been evaluated and treated by medical personnel on multiple occasions, including for the conditions identified in Petitioner's August 20, 2026 Letter, and that he has received diagnoses, medications, and other treatment. (See ECF No. 11-1.) On the present record, Petitioner has not demonstrated that Respondents knowingly disregarded an excessive risk to his health or otherwise acted with deliberate indifference. See Hope v. Warden York Cnty. Prison, 972 F.3d 310, 329-31 (3d Cir. 2020). Accordingly, no further relief is warranted on Petitioner's medical-care allegations. The Court further acknowledges Respondents' representation, supported by the September 2, 2026 Order of the Immigration Judge, that Petitioner received the individualized bond hearing required by the Court's August 19, 2026 Order (ECF No. 6) on September 1, 2026. (See ECF No. 12.) Accordingly, Respondents' representation that the hearing occurred satisfies the relief ordered by the Court, and Petitioner's Motion to Hold Respondents in Contempt (ECF No. 8) is DENIED. For good cause shown, Respondents' Motion to Seal (ECF No. 13) is GRANTED and the medical records submitted as ECF No. 11-1 shall remain under seal. Because Petitioner has received the individualized bond hearing ordered by the Court and the record does not warrant further relief concerning his medical-care allegations, the Clerk of Court shall mark this case CLOSED.
